Les Miserables is a bit over the top, but if you live in the USA, you live in one of the most incarcerated societies ever. You can absolutely look the other way, but odds are good they get tackled by some jumped up mall cop, get a couple days in jail, lose their job, lose their kids.
The ramifications of stealing a loaf of bread can still be absurd. If you are able, step outside your comfort zone and offer to help.
