As funny as it is you can’t. Somebody made the mistake of sending an 1$ transaction to a forbidden country on the visa network while testing a filtering technology, (which didn’t work at the time, obviously). Seem like this triggered some control in the US, the company was contacted by a regulator

The mistake was that it was $1 and not 7-9 figures
They didn’t get the budget for the tests
