Probably not. They could just make subscribing into one illegal. It’s not like they even planned to set up some great UK firewall to sieve connections that are possible VPN tunnels.

The reasons why they would stop doing anything are few and far between and certainly not because they listened to the people. Might also be because popular VPNs might be honeypots for law enforcement and the effect on spying potential would be net negative. What is certain that the people are really driving this don’t give a single shit about kids, beside that they want them growing up on their selected propaganda platforms.
