The American problems are simple incompetence in leadership at multiple levels, which sabotages production and strategy, and have no ability to scale up production. They face an Iran that has many missiles. Israel and the American bases are tiny in area. They will spend their missiles for defense of choke points
The Russians have an Ukraine that has few missiles, and they have the industry to keep up production. Their leaders are more competent so will not sabotage defense. However they are defending a very large area, so if no missiles in range then no ability to defend
I am old enough to remember it going out of style.
