10 meters is a worst case projection for 2300. There will be plenty of flooding and more powerful hurricanes before that though.
There is already significant coastal flooding during mildly above average tides, it seems like just a matter of 10-15 years before some very populated parts of Florida become untenable to live in

And because of that, a number insurance companies went belly up when hurricane and flooding damage losses became too much, or stopped issuing insurance in Florida. Many are now insured with a state owned insurance of last resort.

There’s virtually no factual truth that DeSantis won’t make illegal.
Not sure how you can factor it into house pricing. People will be unwilling to pay such high prices for a risky investment, simple market dynamics.
Insurance would be more able to accomodate though.
