I think point 2 is wrong? It’s been a long time but IIRC Bajorans had spaceflight largely before most in the contemporary star trek universe but it was mundane solar-sailing. There’s alot of jerking off the federation and Cochrane for “inventing” warp travel but the earliest textual reference to “inventing warp travel” you can find is mentioning Vulcans had it thousands of years before first contact with the humans and Klingons getting it a couple hundred years after that.

I don’t think Bajorans ever had warp travel before the Cardassian invasion, all of the Bajoran colonies were built by refugees after the invasion and there was no broader Bajoran diaspora in the galaxy, which is how the Cardassians were able to occupy the planet in the age of the federation in the first place.
