Why do Canada and the US have their internal administrative districts shown but not Mexico?

I shamelessly stole this meme after it was shared in a groupchat I’m a part of, and it was probably shamelessly stolen before that as well. So your guess is as good as mine for why the administrative districts aren’t shown for Mexico.
But if I was a betting man, due to the twitter handle, I’d guess it’s probably racism.
